Could my friend's siblings get taken away from her mother, if someone saw the condition of their house?

It doesn't sound like the kids are abused or neglected. The asthmatic may be "endangered". I would think that animal control would be interested. It would be a good idea if someone sent in an anonymous tip and had animal control and possibly Social Services out to check. Then maybe the place would get cleaned up and the animals better provided for.
