We have a three week kitten that doesn't seem to be able to stay straight, she twists and rolls. What is it?

She doesn't seem ill in any other way, she is eating and sleeping comfortably with her mother but can not stand or scoot like the other kittens, just rolls. Is it a deformity or an infection?
