Do fishermen in Kupang take pengers ?

want to go see about this island called Pulau Nila, it's about 400 miles north-east from Kupang , i have checked everywhere there is no transportations at all, my only hope is the local fishing boat, i know they catch their fish in the Timor sea but i don't know if they would go that far or if they would, do they take pengers , i am a buget traveller but for this i'd pay a thousand if i have to.
