My 2001 s10 didnt p smog because the computer wasnt able to communicate with my vehicle.?

The tech said he replaced the spark plug, which apparently is the common problem in these instances. But even after that it still wasn't reading. Does anyone know of any other reason why this happened and if so, how do I fix it?
