Military Decal is peeling off?

I live in VA, and my husband is in the Navy, he just renlisted in Dec. I got a new Decal on my car and the lady at the Decal place told me to just stick the Decal over my old one, so i did. And now a couple months later, the decal is peeling off.. so what i wanna know is can i still get on base with the decal peeling off, or do i need to get a new one? Like you an still see the year on the decal, but its just peeling off like a inch.
